How should Pangea handle constitutional amendments?

As our community grows, we need a clear process for amending our foundational rules. I propose a three-stage process: (1) proposal with 10% citizen support threshold, (2) public deliberation period of 30 days, (3) supermajority vote of 66%. What do you think? Should the threshold be higher or lower?
