Cross-Border Digital Identity Recognition
Context and Motivation
Citizens verified in one Pangea jurisdiction should be automatically recognized in all others. This proposal creates a universal identity verification standard that all jurisdictions must honor. Example: a citizen verified in Italy should not need to re-verify when joining the Germany or France sub-jurisdiction.
Legal Provision
Article 1: A Universal Digital Identity (UDI) standard is established. Article 2: Jurisdictions must recognize UDI within 6 months. Article 3: Privacy-preserving zero-knowledge proofs for verification. Article 4: Citizens can hold multiple jurisdiction memberships with a single identity.
