Universal Right to Internet Access
Context and Motivation
Every Pangea citizen should have guaranteed access to the internet as a fundamental right. This proposal establishes that internet access is essential for participation in digital democracy. Governments and ISPs within Pangea jurisdictions must ensure affordable broadband coverage for all citizens. Example: a citizen in rural Italy should be able to vote on proposals and participate in Agora discussions with the same ease as someone in Berlin.
Legal Provision
Article 1: Internet access is declared a fundamental right of every Pangea citizen. Article 2: Jurisdictions shall establish minimum connectivity standards within 24 months. Article 3: A Digital Access Fund shall be created to subsidize connectivity for underserved areas.
